Veteran banking and digital asset executive to lead Wyoming-chartered bank

Chyenne, Wyoming [Sep 16, 2026] Commercium Financial Inc. is thrilled to announce the appointment of Joel Rosenbaum as Chief Executive Officer. Rosenbaum brings a rare combination of traditional banking leadership and digital asset expertise to the role, built across some of the most consequential institutions and innovations in both worlds.

In a previous role, Rosenbaum served as a senior executive at Axos Bank (NYSE: AX), one of the first branchless digital-only banks in the United States. His time there gave him a firsthand understanding of how a traditional banking institution can be reimagined through technology, and what it takes to build and scale one from the ground up.

In addition to Axos, at Banco Santander, the world's 13th largest bank, with more than $2 trillion in assets and over 180 million customers worldwide, Rosenbaum served as Global Head of Digital Strategy and Corporate Development. He led digital M&A and launched the Digital Assets & Web3 business unit within PagoNxt, Santander's in-house payments fintech platform spanning Merchant, Trade, and Consumer verticals. That role placed him directly at the intersection of global banking infrastructure and emerging digital asset technology, precisely where Commercium operates.

Rosenbaum also served as CEO for Latin America, Brazil, and Southern Europe at Dura Software, where he led the acquisition and operation of hyperniche B2B technology companies and secured a strategic exit for the company's Brazil law-tech portfolio through a merger with a leading AI-native partner. That experience sharpened his ability to identify, acquire, and integrate technology-driven businesses, expertise directly applicable to Commercium's growth strategy.

His background also includes early career experience in the public sector, with the Governor of California and the San Diego County Board of Supervisors. He also worked as an attorney in New York City at two global AmLaw 100 firms, Debevoise & Plimpton LLP and Proskauer Rose LLP, including time at Levy & Salomão, a leading Brazilian law firm, in São Paulo.

Rosenbaum holds a Bachelor of Arts in Government from Harvard University, with a language citation in Spanish, and a Doctor of Jurisprudence from Stanford Law School, where he taught in the School of Engineering and the Department of Political Science. He has also taught at the Instituto de Empresas in Spain. He is an attorney admitted in New York and California and has served as a senior advisor to TaxBit, a leading tax software platform for digital assets. He is fluent in English, Spanish, and Portuguese.

Since joining Commercium, Rosenbaum has moved quickly to advance the Company's operational readiness, rebuilding the team, submitting Commercium's updated business plan to Wyoming regulators, and executing several memoranda of understanding with prospective customers and strategic partners that establish the commercial foundation for bank operations. The CEO appointment remains subject to final approval by the Wyoming Division of Banking.

Looking ahead, Rosenbaum said he is looking forward to guiding Commercium through its bank opening the institution's doors to the customers and partners the team has already begun building relationships with.
